Study: Three-Quarters of Florida Counties Earn “F” Grade on Juvenile Civil Citations – Southern Poverty Law Center

The Caruthers Institute released the 2017 edition of its annual report on the use of juvenile civil citations in Florida. Although Florida has increased its use of juvenile civil citations overall, the majority of counties still received an “F” grade. Read more.

According to the County Report, Orange County ranks 22nd with a 43 percent utilization rate. Among the most successful law enforcement agencies in the county are Oakland Police Department and Orange County Public Schools District Police. Agencies that issued no citations to eligible youth included Eatonville Police Department, Edgewood Police Department, Troop K of the Florida Highway Patrol, Orange County Clerk of Circuit Court, and University of Central Florida Police Department.

Osceola County ranks 28th with a 27 percent utilization rate. St. Cloud Police Department and Troop D of the Florida Highway Patrol issued no juvenile civil citations.
