Disabled Teen Rages, Pounds on Cell Door and Confounds Florida Juvenile Justice – The Miami Herald

Florida’s inability to properly fund juvenile residential facilities is keeping a 17-year-old who is intellectually disabled—so much so that he has been declared incompetent to stand trial—in a traditional juvenile facility.
